it may or may nt be the no.1 in the business...bt one cannot ignore the following
1.no other intelligence agency in the world is termed as A STATE WITHIN A STATE(although i personally dont like it)
2.it broke the superpower of its time without launching a full fledge conventional war or a war directly originted from its soil
3.this is the most effective agency if we consider the fact that it is the least funded nd it is up against the agencies like RAW,MUSAD,russian agencies nd even negative activities of british nd american agencies r also without any doubt(my personal opinion) taking place in pakistan....
