Thank you sir for sharing this valuable information. So we take it for granted that APUG is composed of 3 groups: PSP ,DMG,OMG. If it is not so , correct me..

Generally it is held that before one gets into 18 scale ,minimum 5 years service in 17 scale is sine qua non (condition) . But some friends say in so and so group after 8 years period, one can gets into 19 scale.A question arises here:

Can a CSP of particular group be promoted to 18 scale before completing the 5 years period of 17 scale? I am not talking about acting charge of 18 scale.
