Although mods can help you in a better way but as far as sticky thread is concerned, it deals with maximum number of posts means the thread which should be on the top (in relevant section) due to its number of posts and users active participation. If you want to contribute in any section, having loads of info..then number of posts will convert your post into sticky thread automatically.
