moreover the reign of KHULFA A RASHIDEEN was a reign of theocratic people cz all of them were religious authorities

The idea of securing a separate home land does started neither on the principle of religion or any ideology. In fact this was a struggle to secure muslim's future which includes their religion, their social life, their economic state of life, where everyone will order his/her life the way they want it. It was later that ISLAM proved a potent force in running the separation movement. The islamic block was against partition of British India until the atrocities of 1937 election came to front.
Also the state to which you are reffering as theocratic setup by Muhammad (PBUH) was in fact not theocratic. Islam belives in *Amra-hum-min-shura* shura system and that was effective immediately after prophet demise. In life of Muhammad he taught this concept, neither preach to establish any theocratic state based on rigid principles of Islam.
Regarding concept of Islamic state, I will second you here in establishment of a real islamic state. But to what you call an inslamic state today (Pakistan) has ethnic conflicts, sectarian divisions, minorities persecution is rampant, islam is misunderstood and its holy concepts are voilated in the name of Jihad. All this mental state have developed with time since Zia-ul-Haq Islamization step rooted in power. If this is you are calling an Islamic and ideological state, I am avert to it. Neither islam believes in sectarian voilance, neither its teachings allows minorities persecution (recent blasphemy case of asia bibi), neither it allow individuals to rebel against state writ.
Reign of khulfa-e-rashideen was not theocratic, it was purely democratic and the shura have decided the next Khalifa. everyone has taken BAAAIT on his hands and it was decided by the collective people not just a single person have rose and occupied the throne.
