remember in some papers outlines are appreciated like current affairs, pak affairs and islamiat. in others they are not needed at all like EDS and compostion.

now how they should be given.

break question in different parts according to the nature of question. make main headings from the question and add your own sub heading under each main heading.

outline of questions should not exceed half a page.

start question with introduction. introductory paragraph should b attractive and encompass ur whole question.

now deal each heading and subheading separatly. write headings with a marker. but their must b a clear cut distinction between main headings and sub headings.
