Your effort is good one. For me the balance of essay should be this way.
  1. Importance of Dialogue (It covers examples from history like Mesaq-e-Madina etc...) 20%
  2. How terrorism is dealt during last few years. (Some touches of War on Terror and its failure) 10%
  3. Significance of dialogue in current circumstances. 20%
  4. Why dialogue is best way to combat terrorism. 40%
  5. How dialogue should proceed to get its best. (Need suggestions to make dialogue a success to deal terrorism) 10%


In the light of these you can re-shape your outline.
