well the basic reason behind is that "right person is not at right place". The basic human resources responsibilities are divided into three major areas of management: staffing, employee compensation, and defining/designing work.
Now all these functions are in hands who dun know even the abc of management particularly transparent recruitment , compensation management , appraisal system etc
As a result wrong people select wrong person for specific job. Management is base of department, when base is weak, the whole system suffers. Also Hr is a new born department in Pakistan and hence not given enough authority to formulate n regulate policies to its full extent.
