There is no concrete scientific evidence which supports the notion of HAARP waves can be used to cause earthquakes or any other atmospheric manipulation. One might wonder if the US itself is behind propagating conspiracy theories around HAARP to maintain a god like perception of it.

If HAARP really was like it is mentioned to be, US would have used it to jolt Afghans instead of perilling 30000 more of its troops .
