When I used to use Windows XP I used to face this problem.
Now I don't know any technical thing about it but the only solution I found was to restart my PC.
And what meaning do I take from this is, the computer background programs have consumed all your RAM and there's nothing left for other programs to run.
I did not find any solution to this except restarting the computer.
