I appreciate your opinion that without intense backing of powerful political parties you won’t be able to capture any prominent slot in the Governing machinery. This number game is bound to decrease as Sindh High Court in its different verdicts in recent past has promulgated that an Officer below Grade- 20 must not be installed as DCO/ DC of the district and they removed many to set an example for current govt. and soon others will be removed who are not up to the standard prescribed by the court. Further more, court has also attached a list of formalities pertaining to the training and courses required to be attended by officer in order to become DCO. For a PCS/PSS officer reaching a grade 20 may take good 20-25 years and more. On the other hand a CSS officer can meet the standard prescribed by the court in lesser period of time that is why the chances of CSS officers rushing to the provinces for acquiring these posts will be higher in near future and it will become mandatory because finding a grade 20 in PCS/PSS is quite difficult. In previous years courts were not that efficient and vibrant and politicians used to take this advantage of placing their below standard officer but this trend has reversed by courts and now officer coming up to the standard will be posted on these posts. Majority of the officers you see as DCOs will be sent back as court petitioners and courts will not allow them to work if they don’t reach the standard.


After abolishing the Posts of EDO and by looking at the plan of MQM and PPP to clip the powers of District administration in the name of devolution and transferring of the same powers to Nazims. MQM is a reality and is going to stay here in Sindh for indefinite period with even more number of seats. They are absolutely against the power delegation to officers. These all have made these posts fairly ordinary.

Other factors such as very low pay and slow promotions and expected to be very slow in future due to court interventions and acquiring of different positions from Officers from different other departments (OPS Officers) have also decreased the interest of many.

Cumulatively by looking at the pains and risks bear by aspirants during allocation and threats from courts and other elements, I would safely place any group of CSS way above PCS.
