Well both the posts have their own pros and cons but Tehsildar wields much more clout than Tehsil /Town Officer . Tehsil Officers role is limited to their respective fields (planning, Accounts, Regulation etc) and their boss TMO dominates over all of their functions to greater extent. Comparatively, Tehsildar functions independently with folowing powers
1-Revenue Court(to decided the disputes of lands, demarcation, mutation etc)
2-Collector
3-Certain Magisterial Powers
4- In ceratin areas , Tehsildar function as Assistant Registrar
Tehsildar generally leads the revenue team (From Patwari to Naib Tehsildar) in a Sub Divison , greater public dealing,greater resources at disposal and greater authority.
However there is a drawback.If Tehsildar is posted in BOR instead of Tehsil, He serves there mere as a Reader to Member BOR or any other post of this level.(In Sub-Divison Tehsildar has his own Reader).
