In an Eid message to the nation in 1945, Jinnah said:

The same man also said this, not to any radio but to the Constituent Assembly of his new state:


You are free; you are free to go to your temples, you are free to go to your mosques or to any other place or worship in this State of Pakistan. You may belong to any religion or caste or creed that has nothing to do with the business of the State.

Jinnah was not infallible. In fact, he was a politician who knew his audience very well. He sometimes called for Shariah Law and then during other times, he said very clearly that Pakistan will not be a theocratic (Shariah) state. He contradicted himself many times and that's why there are still people who think he helped create Pakistan so that it can be a absolutist theocracy.
