One thing should be very clear that PMS stands for Provincial Management Service and DMG is a federal service. As per Policy, there are 3 seats of BPS-21 for PCS/PMS officers (These include the officers who get promotion from Naib Tehsildar and Tehsildar) and How many seats are for DMG? In BPS-17, 80% of the seats are to be filled by PMS/PCS officers and 20% to DMG officers and as per provincial promotion/posting policy this ratio keeps increasing in favor of DMG officers when we move towards the higher grades like in BPS-21 PMS/PCS/Departmental Officers are left with just 3 seats....for the information of this very forum let me tell you that the PCS badge of 1998 have recently been promoted to BPS-18 and DMG officers of 1998 (26th CTP) are doing Senior Management Course (SMC) which is for to be promoted to BPS-20...One more thing How many years it takes a PCS/PMS officer to be promoted to BPS-18 and how many years does it take for a DMG officer to be promoted to BPS-18...1st PMS (2004) are not even close to be promoted to BPS-18 yet, it will take atleast 4,5 more years for them to be promoted to BPS-18 and on the other hand DMG (2004)(33rd CTP) would be going to attend Mid Career Management Course (MCMC) in March-2013 which is to be promoted to BPS-19 (31st CTP is going for MCMC in May 2012 and 32nd CTP in Oct 2012)
We guys are discussing about two services which has nothing common between them...One is a provincial service and other is the federal service....This is not the matter of competence, of course PMS exam is also very challenging, infact most of PMS officers would be equally good but the real difference is the service structure...One Service (PMS) started in 2004 and the other (DMG) has history of more than 100 years....It is NOT the officers who differ, these are the SERVICES which are VERY different in all aspects and no doubt DMG has much superior service structure than PMS
So when there is so much promotion wise difference that two officers starting service in PMS/DMG in same year have such a huge grade wise difference after 7,8 years of service then i do not think we should start comparing the services...officers from both services are equally competenet but unfortunately the service structure of the two services is very different....Infact PMS is NOT held every year whereas DMG's CSS exam is held every year
PS Promotions of PMS/PCS officers are against their Provincial seats and is done by the provinces, whereas DMG/PSP promotions are brokered by the Establishment Division in collaboration with the provincial Governments in which the officers are serving against the designated seats for Federal Officers...No Officer from one service is promoted against the seat of the other service and all promotions are made as per Provincial/Federal Promotion Policy
