I mean if a person is perfectly suitable for FSP and he proves it infront of panel then do they consider it or they just make his marks a criteria for allocation ?

There is nothing like that...Simple merit and other rules are followed for allocation...nothing like dis that if a person has great potential for any particular group then he is NOT given marks in interview considering that...he is simply judged on criterias set already by the panel
