I don't have much knowledge and perhaps my suggestion would seem "khayali palao" to you but still I would like to share my point of view
- Defence budget should be decreased by developing good relations with India.
- Population should be controlled so that governement may not be overburdened.
- Corrruption should be decreased.There should be a strong independent anti corruption committee working under judiciary (as Anna Hazare suggested for India)
- Foreign investments should be welcomed,specifically from China as they always introduce new plans.
- Tourism should be focused so that foreigners would not only increase income of pakistanis via tourism but also would have a good image of Pakistan so that investors may not hesitate to invest in Pakistan.
- Pakistan should redefine its forign policy so that it may come out of the feathers of USA.There should be no compromise on self interest and integrity.Tarrif on NATO supply will be a good step( 4 paisay tou kamayen gy

Note: Though these suggestions may take hundred of years in implementation yet it will help alot in Current affairs' paper
