I respect your opinion regarding will but a slight difference supported by the sense of REALISM is that "the voice of Parliament does not reach GHQ", as said by Khawaja Saad Rafique. A fact which has no doubt. So it should be the military who must, at first, show the will towards the resolution of the crisis because they held the power.
Apart from the reality if the issue has to be solved and just for discussion purpose then we can go right from political leadership to military but unfortunately that will cause wastage of time.
