Yes tehsildar can work as sub registrar.....I am having these powers at my station.
Land acquistion District Collector karta hay, but tehsildar plays the imp role of documentation and assisment of feasibility etc about the land to acquired.
Tehsildar is having Powers of Assistant Collector 1st grade.
