I have different approach in this context. we should divide the present provinces based on revenue generation of that area as well as on administrative ground. Based on facts the south Punjab has not considerable income whereas keeping in view the previous facts and figures the projects has been initiated there by Prime Minister with the income of other areas.
We should not build new provinces till that areas are not financially viable. off-course we can build Karachi, sialkot, Gujrat provinces etc as it can fulfill its financial needs to make it viable.

Hence we should develop new provinces based on their revenue generation capability only on administrative grounds and give them Autonomy in order to fulfill their financial needs in order to run that provinces successfully.
