I think they want to check the seriousness & commitment of candidate for civil services.
Another link could be psychological, that have two main reasons.
1. If Psychologists have pointed out that candidate is under confidant then they ask this question, to judge that how much confidence candidate has on its attempt.
2. If one has low marks in written, then to check the self realization capacity.
