Mainly, what is the ordering of groups officially as in which group comes at the top, which one comes second and so on, because eventually the allocation is based on that right?

I am sorry to bother you people, you are all well informed about all of this but since I am new i would like it if someone can provide me with the required answer! Also, in your opinion, me being a female, is my list of preferences ok?
