You are right Indo-Pak and Pakistan Affairs paper overlap and make preparations easier but keep in mind Indo-Pak is a low scoring subject and it's average scores falls round about 90/200. It may help you in Pakistan Affairs but why to kill 40-60 crucial marks just for your ease in a competitive exam.

So, I sincerely suggest you Public Administration and Journalism and this combination is far better than Indo-Pak.
