It is worded in a weird way but I guess it's probably asking us to analyse the powers of the US Senate in a way in which we should be able to identify that the US Senate is one of the world's most powerful upper houses. I suppose if we are able to explain why it's so powerful in relation to the usual toothless upper houses, that should be a decent analysis.
