Dear it depends upon the province one is serving. like in Sindh right now the LG system is in the process of formulation, so there is no system, therefore there is no such written authority of the AC to inspect schools but impliedly AC/DC are the representatives of the Provincial Govt in Sub-Division/District, they exert power through provincial education department. whereas when LG-2001 was there, education deptt in district was directly reportable to DCO in the district through EDO (Education) and DDO(R)/AC being the representative of the DCO in the sub-division had direct authority over education deptt in his sub-division and he could inspect and report the matters to DCO and DCO was all powerful to take any step aganist any school.

except in sindh, in all other provinces ACO/AC is still enjoying above mentioned powers as mentioned above but on practical grounds he has sooo many other functions to perform that he hardly gets any time to visit schools. practically that job is done through DMO (District Monitoring Officer) a kind of a Staff Officer to DCO, usually a young PMS officer of BS-17
