agree sultan khan's both books are sufficient and again agree on the point that one must read whole book to clear concepts then go for past papers and dear as pattern can change in any year but major topics to cover are Bureaucracy , good governance , schools of management , policy making , scientific management , new public management surely these 6 topics will guarantee you 2-3 questions in paper but again this is not guarantee
And urfa you can cover p.ad by listing questions topic wise after listing them read chapter and then look for questions of that chapter by then you will be able to answer many and for the remaining search data in this manner you will cover course plus past papers stay blessed
