New Civil Servants Policy 2012 – Grade 20 officers to be inducted as joint secretaries

Islamabad (Daily TheNews Lahore / Sunday, September 23, 2012) – According to the amendment incorporated in the new Civil Servants Policy approved by the prime minister the federal and provincial BPS 20 officers will be inducted as joint secretary in the Secretariat Group.
According to reliable sources under the policy 10% posts out of the total available posts of BPS 20 in the Secretariat Group would be filled every year from the federal and provincial autonomous and semi-autonomous bodies and corporations.
In this connection the Establishment Division has invited suitable nominations from the federal ministries, divisions and provincial ministries. The government of Balochistan has already sent its nominations to the Establishment Division.

Six percent vacancies will be reserved annually for filling on horizontal movement basis. Half of the posts will be reserved for federal and the rest for provincial officers.
The concerned ministries and provincial governments would nominate officers of the required qualifications. Later the Central Selection Board will forward its recommendations after reviewing the cases.
The remaining vacancies would be reserved for deputy secretaries of BPS 19 whose cases will continue to be processed as in the past by the Central Selection Board. Four percent vacancies would be reserved for officers of autonomous, semi-autonomous organizations and corporations of the federal and provincial government. The vacancies shall be divided equally between the two.
Seventeen years service in BPS 17 and above has been fixed as the criterion to qualify. At least 70 points are mandatory for the ACR of 12 years service in BPS 17 and above. Thirty marks have been assigned to the Central Selection Board for the assessment of suitable candidate. The seniority shall be fixed from the date of induction in the Secretariat Group service. No disciplinary case has to be pending against the nominated candidate. The beneficiaries of NRO cases and those punished under NAB ordinance shall not be entitled for nomination.
Minimum qualifications are MA Human Resource Management / Financial Management / Law / Economics / Public Administration / or Public Policy.
Only officer under 50 could be nominated so that they could serve at least 10 years to the federal government. The verbal interview would be conducted by the Public Service Commission.
The policy has created resentment amongst the Secretariat Group officers and they have decided to approach court. They maintain that it was discrimination of Secretariat Group officers. They also maintain that the Supreme Court had already awarded stay order in connection with the policy of induction in BPS 19 and the Establishment Division should wait for the court ruling.
On the contrary the Establishment Division maintains that fresh blood would be inducted in the Secretariat Group and provincial officers will be brought in the mainstream.
