Can anyone help out regarding Challan payment?

I went to National Bank today & they said that fee can only be paid at Sindh Secretariat branch, while in the news ad nothing as such is mentioned. While I got to know from a source that we first need to get the Challan itself from SPCS office at Sindh secretariat!!!

Anyone has idea where to go for challan payment?
