Primary education is always need more attention by parents and teachers , On my father's time the level of education is very high , but after 1970's it continuously dropping .

As a Sindhi I can express something on this topic. When I studied in Government Primary School ( near Ghosia Masjid Camp2 ) , the education level pretty low for English teaching , When I reached to 5th class , I have studied 2nd class English book ,because the teacher are metric passed and don't have skills to teach 5th class books. That's mean they are not able to teach. the stories goes long so just I put my suggestions here.

1 - A teacher for Sindhi School must speak Sindhi , Urdu and hard grip on English like Beacon School Teachers of Islamabad.

2 - Majority of students is belong to rural area and mostly government schools are in villages. The students need latest infrastructure in schools and extra time to learn because they learn slowly then urban kids.

3 - A high standard teacher cannot be work in rural area because of feudalism parallel system. So government first need to remove this hurdle.

4 - The remote area buildings and electricity problem is to high in Sindh , Most of the villages have low voltage and 12 to 16 hour load shedding problems , this also Government Responsibility.

5 - Salary packages + Conveyance allowance + accommodation is higher for village teacher who must be from outside and well educated.

6 - Children of rural area and interior Sindh also discourage and dishearten because of illiterate parents and uneducated environment , so it need door to door awareness program for elders to enhance the thinking behavior.

7 - People of Sindh are mostly related to Agriculture and "Small and medium scale business" , they prefer to invest business rather spend on education , and people who have dream for their children are poor and unaffordable for private schools expenses . Their is no academy after school system in Sindh , mostly tutors are students of FSC and BA level ( who are basically unemployed and try to ruin others children education foundation) . so the remedial centers on volunteer basis by teachers or Social Worker are needed to poor background belongings.

Their are many other things to tell , but these things need high priority.
