They have include the provision in advertisement that candidate who have cleared CSS but was not allocated can also apply. But the word preference was not used anywhere.

What is the use of writing
"can apply" and its not the eligibility clause.If one is eligible then anyone can apply.If some one specific "can apply" then it means he should be preferred.
