If he wants to apply for 131 long course after Intermediate. His age should be 22 Years[Relaxation of 3 months] on 01-May-2013.
Another Important thing to remember. There must be 120 days gap between appearance again for ISSB.

If he apply after B.A he should be 23 Year old Maximum[Relaxation of 3 months].
If he apply after 4 year Graduation His age should be 24.
