Omar Ibn al-Khattab (634644 AD) and the insertion of new administrative
rules and systems, caliph Omar decided to found prisons. Thus, he bought a

dirhams and turned it into a prison in Mecca.

The first one who built a prison in Islam was Ali Ibn Abu Talib (d. 661AD). Two prisons were built during his period, Nafi’ and al-Makhis. During the reign of the first Umayyad caliph, Mu’awiya b. Abu Sufyan (661-680 AD), the prisons were organized and provided with guards.
