AoA,
i). The provision in Constitution barring dual nationality holders to hold public office is for Parliamentarians only.
ii). A civil servant is not a Parliamentrian, I have heard time and again that a civil servant cannot hold dual nationality, but frankly speaking I have not seen any such provision with my own eyes, which stopped a civil servant to hold dual nationalities. However, a dual nationality holder cannot join military service in Pakistan.
iii). I remember, somebody had checked from E.Division as well, and the relevant S.O had told that there is no such explicit law, however, last year a move was started and a draft Bill regarding dual nationality of civil servants (saying that a civil servant cannot hold dual nationality) was sent to Parliament but is lying pending for legislation.
iv). I had heard that there are many civil servants, with majority in Foreign Service, are holders of dual nationalities.
v). If at all there is some such provision, it neither hinder you from submitting application for exams nor it stops you from sitting in exams, once one clear exam and is get allocation, he/she can sort out this issue. But there is no need to get worried for this before start of exams.
