You can go through papers of 2002, 2003, 2004, and many others. They have given active voice and passive voice, my dear.
For your information, A.V and P.V is included in pattern of CSS.
You have not wasted your precious time. It was told in a way and you thought that you wasted it. A.V and P.V can appear in CSS. As, they have given many times in past. Dear, knowledge never goes futile. A.V and P.V is essential for everyone who learns English.

He just asked in the perspective of CSS composition paper, if you go to past there are certain things that used to be the part of it but the things that have become obsolete have no importance for the candidate thereto...
if it is just about learning English, then every thing does matter, after all A.V/P.V are an integrated part of applied linguistics...don't take amiss though...but at this stage they must focus on things that are part of exam, learning English does not sound a good idea at this stage.
they do not have enough time to waste on things that were the part of exam a decade ago and since then there is no sign of them is to be found. i just told him with good intention to save their precious time.
rest is to be decided by the candidate himself, they are taking a benchmark exam, they have all the idea what they must be doing and what they mustn't.
