All of them including the people . The world is engaged in war on terrorism and we are engaged in a war of beliefs among ourselves. On one hand is our traditional belief in spiritual and material values of Islam and on the other hand is the belief in secularism based upon values of spiritual freedom and materialism. Although many people don't agree with Taliban brand of Islam, they also don't like modern values of materialism and consumerism. This is creating confusion as we are unable to organize ourselves around anything. And there is a lot of external pressure on us to take any side. All of our institutions are failing because of this confusion. We will continue to be slaughtered like this unless we don't set our beliefs right, organize ourselves and struggle for a goal.
