Causes:
1. Easy access to porn
the frustrated men are thus infected with sick fantasies & perverted desires.
2. Ever increasing distance from religion
every religion specifies good deeds & sins. every single one of them discusses rewards & retribution (karma). so its only the lack of knowledge or interest (or fear of God) of their so-called adherents that perpetuates such despicable acts
3. Culture of silence
we have no,absolutely no idea of the difference in the number of actual rape incidents & the reported ones..why? because a culture of silence prevails. such evil monsters are 99.99% sure that girl or her family would prefer silence rather than reporting the crime to the authorities. Armed with this comforting knowledge they act with impunity.
4. Tortuous criminal procedure
it is a well-known fact that the police & lawyers of subcontinent subject the victim to such humiliating questions that they feel violated all over again.No one wants to go through such an ordeal (willingly). hence, plenty of leeway for the criminals. impunity all over again

Solution
1. chemical or surgical castration of rapists (whichever is cheaper).
2. women friendly police stations. train the existing lot or recruit more women, whatever works.
3. compulsory martial arts training (taekwondo,karate,kickboxing etc) for ALL female students.
4. search engines should boycott porn sites. maybe i am wrong, but if google, yahoo etc refuse to show the links of such websites, the access can be controlled..hopefully
5. steps (by parents if not the state itself) for deeper understanding of the religion.
