Sexual abuse is not new .It is serious crime that corrode the fabric of family and society leaving a devastating impact on all aspect of their life. Moreover, the woman is often blamed for being the victim of rape. This thought/behavior must be eradicated through education and the empowerment of women.
The Qur’an stresses the sanctity of one’s life. The life of every individual regardless of religion, nationality, gender or age is worthy of respect. It does not limit the definition of life to the physical body only, but includes the mental, emotional and spiritual aspects as well.
" And do not kill the soul which Allah has forbidden, except by right. And whoever is killed unjustly - We have given his heir authority, but let him not exceed limits in [the matter of] taking life. Indeed, he has been supported [by the law]." Surah Isra'(17 :33)
" Say, "Come, I will recite what your Lord has prohibited to you. [He commands] that you not associate anything with Him, and to parents, good treatment, and do not kill your children out of poverty; We will provide for you and them. And do not approach immoralities - what is apparent of them and what is concealed. And do not kill the soul which Allah has forbidden [to be killed] except by [legal] right. This has He instructed you that you may use reason." "(Sūrah al An'am 6:151)

well at one side that particular incident manifests the depravity and moral turpitude of Indian nation and on the other side it also renders the Indians as a nation of bystanders, where were all other passengers boarding the same bus? if those rapists were physically involved in tarnishing the status of humanity then all other passengers were watching this happening and were enjoying the free entertainment, they are as much involved as those rapists are.
We have another example when a girl was publicly humiliated and a mob did nothing but watch all proceedings, this is the harbinger of a great devastation that may follow.
If we just hold the men responsible, that won't be just and fair. Nature has made the two sexes attractive to each other.

Rape is total violation of rights given to women by ALLAH PAK.Who is violating these rights –a man. There should not be any argument on that side. Islam condemns violence against women no matter what the circumstances. Any man knowingly violates right of a fellow human being should be punished whether he is Muslim or Non- Muslim.
"And leave what is apparent of sin and what is concealed thereof. Indeed, those who earn [blame for] sin will be recompensed for that which they used to commit." Sūrah al An'am (6:120)
Wa'il ibn Hujr narrated:
[When a woman went out in the time of the Prophet (peace_be_upon_him) for prayer, a man attacked her and overpowered (raped) her.
She shouted and he went off, and when a man came by, she said: That (man) did such and such to me. And when a company of the Emigrants came by, she said: That man did such and such to me. They went and seized the man whom they thought had had intercourse with her and brought him to her.
She said: Yes, this is he. Then they brought him to the Apostle of Allah (peace_be_upon_him).
When he (the Prophet) was about to pass sentence, the man who (actually) had assaulted her stood up and said: Apostle of Allah, I am the man who did it to her.
He (the Prophet) said to her: Go away, for Allah has forgiven you. But he told the man some good words (AbuDawud said: meaning the man who was seized), and of the man who had had intercourse with her, he said: Stone him to death.
He also said: He has repented to such an extent that if the people of Medina had repented similarly, it would have been accepted from them.(Dawud :: Book 38 : Hadith 4366 )]

If the women are involved in indecent exposure or some other immoral activities that is a separate issue and we should not muddle the issues. A Muslim cannot outrage her under any circumstances, whether she belongs to your own tribe or to the tribe of an enemy ,whether she belongs to your own society or to the society of your enemy, whether she belongs to your own nation or to the nation of an enemy, whether she follows your religion or belongs to some other religion or has no religion at all.
May ALLAH PAK show us Right Path. Ameen!
