Sindh to issue back-dated jobs to bypass ECP ban

400 PPP Jiyalas to be inducted into Excise Dept

ISLAMABAD: Now that the Election Commission of Pakistan (ECP) has imposed a ban on all sorts of recruitment in the country fearing pre-polls rigging, the Sindh Excise and Taxation Department is all set to issue back-dated appointment letters to some 400 jiyalas.

These PPP supporters will be inducted in lower scales, such as constables, lady constables and other staff, well-placed sources disclosed to The News.

The sources said that the Excise and Taxation Department Sindh was conducting interviews for the posts of constables, lady constables and other lower staff and the candidates who had applied for these posts from Karachi Division have been interviewed but those who applied from Sukkur and Larkana have not been interviewed yet. There is a plan to issue back-dated appointment letters to the already selected candidates.

“The back-dated appointment letters will be issued on Tuesday night or on Wednesday,” the sources held. They added that the Sindh High Court issued a stay order against hasty induction of 13 Excise and Taxation Officers who were being inducted in breach of all rules and regulations. An influential female political figure was trying to get her 11 ETOs inducted by hook or by crook but SHC came for the rescue of the department, the sources held.

It is worth mentioning here that the taking notice of the massive induction of people in government departments and diversion of public funds to the Prime Minister’s discretionary fund for development schemes in his constituency ahead of the general elections, the ECP has banned forthwith all such moves.

Before this the chief justice OF Pakistan has also taken notice of the 450 illegal political appointments being done in haste by two hospitals of the capital just a head of general election to accommodate jiyalas. Secretary Capital Administration and Development Division has been directed to submit his reply within 15 days. Federal Public Service Commission has already declared these appointments illegal.

Various government departments had started a hasty give-job-operation just a head of election and the Election Commission was sleeping till Monday when it banned all recruitments. Iesco has taken the lead in this regard where, according to insiders, more than a thousand jobs have already been distributed by relaxing the recruitment rules. Likewise, the National Counter-Terrorism Authority (Nacta) seems to have been created for absorbing the supporters through different jobs.

The media officer of Iesco disputes the figures. Nacta coordinator Kh. Khalid Farooq, who is also on contract, acknowledged that Nacta was stuffed with unnecessary appointees but said that this was done before his appointment.

This did not end here, in September PM Raja Pervaiz Ashraf had approved a summary that paved the way for filling 22,000 vacant posts. The government relaxed the ban on recruitments in the Frontier Constabulary, Pakistan Rangers, Federal Investigation Agency (FIA), Motorway Police and such other institutions to fill around 13,000 vacant posts. The second category was tax administration and around 2,100 posts would have been filled in the Federal Board of Revenue (FBR) and other revenue departments that are playing a key role in generating the desired revenues.

In the third category around 3,000 to 4,000 posts would have been filled, in the Benazir Income Support Programme, Pakistan Baitul Mal and Utility Stores Corporation (USC). The fourth category is the areas where the government is striving hard to ensure regional equity such as Fata, GB and Balochistan.
