Sorry I have not not heard about this thing so far Possibly this is linked to the posts which stand vacant after proceeding of an officer on deputation /training /leave.

During training/leave period of an officer, the post is usually held by that officer unless he/she leaves/relinquishes the charge or he/she has been posted to the strength of Establishment Division or respective Administrative Division/Section. While posts held by the officer leaving on deputation to some other department is usually filled by the transfer of some suitable officer, however, the post remain held by the officer and is usually not filled by promotion of junior suitable officer till time the officer is absorbed in borrowing organization/department (the department where the officer has gone on deputation).



After administrative reforms by Z.A. Bhutto Government in 1973, previously All Pakistan Service /Central Superior Service of Pakistan was converted into All Pakistan Unified Group with merger of other groups. APUG includes Pakistan Administrative Service (Former DMG), Police Service of Pakistan and Secretariat Group).



Some officers/officials cannot be promoted on higher grades due to non-fullfillment of certain criteria/entry of direct officers etc and officials/officers are kept posted in same grade for many years. In order to avoid this phenomena, such an officer/official is given next grade as per already approved quota/criteria for selection grade in different posts.

Selection grade is not considered promotion though the officers/officials are given pay of next grade, but their actual seniority remains with their actual grade. Suppose there was a person who joined service as Assistant in BS-14 and upon his seniority he is promoted to be Superintendent in BS -16. He has much service now but cannot be promoted to be BS-17, he may come to be eligible for Selection Grade as per his seniority then he will be given Selection Grade 17 and will start getting pay of 17 and portfolio but his seniority will remain in BS-16 till time he is considered to be promoted to BS-17 or is retired! Further, he/she is not supposed to be given more responsibilities rather usually remain doing the same work/performing same duties ...

Sometime back there was something related to stoppage of giving selection grade and move-over to next grades, but am not upto date about this thing. Some OMG officer is supposed to be in better picture and knowledge about this thing.



Usually when some officer/official remained in some specific post for many years, he/she was elevated to next pay scale and given pay of next scale and such a thing was termed as move over.

Move-over is not promotion to higher scale, but only for the pay purposes higher pay scale is allowed to the officer/official as per seniority-cum-fitness. Similar to Selection Grade, the officer/official though draws salary of next grade his/her seniority remains to the actual grade.

While promotion is promotion, the officer/official is promoted to next grade after completion of all formalities (length of service in specific grade and qualifying prescribed promotional course) and as per seniority cum fitness and availability of seats... The officer/official is elevated to higher scale with responsibilities etc....



As per Civil Servant (Appointment, Promotion , Transfer) Rules 1973 Section 8-B. (1) Where the appointing authority considers it to be in the public
interest to fill a post reserved under the rules for departmental promotion and
the most senior civil servant belonging to the cadre or service concerned
who is otherwise eligible for promotion does not possess the specified length
of service the authority may appoint him to that post on acting charge basis.

Acting charge is given by the Departmental Promotion Committee/Selection Board.

Seniority of officer /official given appointment of next grade on acting charge basis shall remain to his/her actual grade and when he/she completes required length of service, he/she is considered in next meeting of Departmental Promotion Committee/Selection Board is then promoted to next grade.

For example, there is a batch of 20 officers in BPS 17 in PAS/DMG, and there service record is good and there are 20 posts vacant in BPS 18 but length of service is 5 years in B-17 and they have completed 4 years. They cannot be considered for promotion due to length of service but they are at the top of seniority list and the Promotion Committee considers them suitable to give responsibilities, they are given acting charge of BS-18. ... etc



Cadre and ex-cadre: In Federal Government, there are twelve cadres (occupational groups/services) whose appointments are made through Central Superior Service Examinations and these are cadre posts and holders of such posts are termed as cadre officers. At the same time there are many other services of Federation where officers are inducted by the Federal Public Service Commission and they are professional/technical/specialized posts and they are also governed under Civil Servant Act 1973 and all of its allied rules are not through the CSS, they are called ex-cadre officers. These include officers inducted by Federal Public Service Commission for FIA, ANF, Education Department, Planning Commission/Economist Group, Corporations, Attached Departments etc etc.

Appointing authority is the authority allowed powers to make appointments on behalf of the President of Pakistan/Government.

As per Rule 4, Civil Servant Rules APT 1973, a table is given for appointing authority; which is somewhat like that :

S.No. Basic pay scale of posts Appointing Authority

(1) Posts in basic pay scales 20 and above or equivalent. [Prime Minister].

(2) Posts in basic pay scales 17 to 19 or equivalent. Secretary of the Ministry or Division concerned.

(3) Posts in basic pay scale 16 or equivalent. An officer notified by the Secretary of Ministry or Division concerned.

(4) Posts in basic pay scales 3 to 15 or equivalent. An officer notified by the Secretary of Ministry or Division concerned.

(5) Posts in basic pay scales 1 and 2 or equivalent. An officer notified by the Secretary of the Ministry or Division concerned].

You may like to see graphs/table for the appointing authority. Usually appointing authority is the same as competent authority. ...

If she is asking bout existing grades then she might be referring Officer Grade (OG) -I OG-II OG-III in the context of National Bank of Pakistan, First Woman Bank, Punjab Provincial Cooperative Bank, Sindh Bank, Bank of Khyber, Bank of Punjab, and State Bank of Pakistan etc.

By the way, she knows all these terms. Purpose of postings such terminology was to share information for the benefit of other members.
