Yes, it's Chinese Government Scholarship. Agency Number is 5861. Duration for Masters degree is 2 years, while 4 years for phD. Elementary Chinese study prior to course work is not mandatory, so leave it.
Following documents should be submitted:
1) Application Form
2) Educational Documents, Matric to onward (duly attested by Grade-17 BPS or above Officer)
3) Two recommendation letters from the professors of concerned universities where you have earned the last degree
4) Photo (attached with the sets) Passport size
5) Health Certificate on the prescribed proforma with blood test report issued by the Government Hospital only (two copies). The original health report and blood test will travel with the candidate to China, if finally selected.
The set should be properly in plastic banding shape.
Two sets containing the above documents may be furnished to the following address (by urgent mail service or by hand) upto March 04, 2013:
