The new session starts every month in both the academies, Toppers and Officers, in Lahore. So perhaps, by the 10th of March, new session might start. And yes, there are private hostels near to the academies.
However, I won't suggest to you to join any of these academies at this time.
. This is not the right time because the staff gets vigour to regularly take classes in the last couple of months near to the exam only. That is from November onward. The rest of the days, they seldom exhibit punctuality. Secondly, the main aim of these academies is far from honestly producing a successful Css candidate, rather their objective is to mint money. I had had a personal experience of being student at both these academies.
Nevertheless, I feel, that once a candidate has gone through the syllabus via self study, and then he/she attends the academy in the last couple of months to gauge his/her level, and take mock exam, then it may bear some fruits in favour of the candidate. But even then it is not mandatory.
As far as the concern for the familiarity with the syllabus is concerned, you may utilize counselling with various CSPs (already serving qualified css officers). You may also explore CSS FORUM fully to set up a strategy for your self study. History of Css is replete with the examples where numerous self-studying candidates have qualified this exam, while students wandering about the academies have only discovered, at the end of the day, that they have only been misguided and that they have wasted their precious time and money. However, the combine study with your colleagues who are aspirants of Css may help you alot understanding the theme of this exam.
