I interpretd it as he enthroned in 1451 so the start of his reign closed the period Mohammed bin Tughlaq (1426-1451). So, the examiner wanted to ask about Mohammed bin Tughlaq.

guyz it was for follies of m.bin tughlaq as rectified by feroz and his contributions for welfare of people and his linient policies towards his people which were not witnessed before him as hi did and after him only akbar made similar code of actions whatever were the reasons
