It is clearly mentioned in rules that A candidate for admission to the examination must have attained the age of 21 and must not have attained the age of 28.

Though one can appear in exam on provisional basis but there is no use of appearing when you are underage or overage because your candidature will be rejected surly even if you pass the exam. It will be a futile endeavour on part of your friend to appear in 2014 without fulfilling the basic criteria.
