Well, Democracy is like a car; if you put a person on the driving seat who has never driven a car in his life and when he drives the car into a ditch, who would you blame, the driver or the car?

Unless masses become sane & sagacious enough to vote a right person, it would be unwise to expect fruits of democracy. Hence, it will take time.
