CSS written examination is too rigorous a procedure to be conducted again, even if most blatant violation occurs. Add to this the absence of a national government and flurry of elections; end result: some condemnation, cross institutional blame game and claims to probe further into the matter and ensure transparency in future. I wish I could say this is first such instance, but it is not, has happened in the past and will continue to happen unless strict and foolproof strategies like those of ETS or British Council are employed to conduct the exams.
