Dear, its the aggregate that matters. I can give example of one colleague who scored 626 in written and 216 in interview and is was allocated to omg. Another person scored 602 in written and 220 in interview but couldn't get allocated. similarly a lady didn't have good written marks but did exceptionally well in interview and got allocation in a good group.
see, this depends upon case to case and obviously the aggregate marks for allocation. I don't see any relation of written score with interview score as is evident from the Interview marks of some colleagues who scored more than 750 in written but could not land in PAS/PSP/FSP.

PS: Opinion based on CE 2011.
