May be your news have some grounds but it never happened in the history of country that once advertised vacancies are increased after final selection. Many seats of bureaucracy are vacant in CSS groups as well e.g. OMG, Customs, Railway but they never increase seats. Even judges are not available as required in courts since the creation of country. There is lot of delay in justice due to this but they are not appointed. Vacancies are advertised after complete analysis of the situation. They have to make some seats vacant for coming exams as well to facilitate the aspirants of Competitive Exams. All the seats are not filled at once.
