If you want a delay in your fellowship processing, Don't contact HEC, They surely will not contact you for a long time and at the same time there will be no harm to your fellowship, One of my friend has done this thing and he delayed it upto one year and then received a response from HEC.
I will surely advise you to go for the Overseas if you have a good GAT score regarding your specific area.
