While seeking an immediate ban on all jobs, the prime minister directed the Establishment Division to seek from all ministries/divisions, autonomous bodies and corporations; i) all recruitments made from 1st January 2013 to-date; ii) details of all appointments during the last five years where any of the guiding principles laid down regarding employment in public sector through judgments of the superior courts have not been complied; and iii) number of vacancies in all ministries/divisions/autonomous bodies/corporations existing as on June 20, 2013 along with specific details of grade, eligibility criteria and mode of employment.



Meanwhile, the government has also reviewed its selection procedure for key positions in state-owned enterprises, corporations, etc, in line with the Supreme Court order of June 12.The government, which had its own strategy to make such appointments on merit and in a transparent manner, would now go for such high profile appointments through a commission as directed by the apex court in its recent decision. Now the government is busy preparing a draft law for these appointments keeping in view the SC decision.



In view of the bleeding state enterprises, which cost the national exchequer Rs500 billion annually instead of earning profits, the government may issue an ordinance to avoid delays as each day is important to stop the wastage of public money.

I believe BAN is in government departments/organizations wherein various posts were will filled through deputations from different government departments, thereby a proper procedure for filling such cadre posts was not followed.

Adjacent to this, in this regards Honorable Supreme Court of Pakistan, has also pronounced in its Judgment dated: 12th June 2013 that all employees who were and are being assigned various gazetted posts on deputation basis they are directed to be removed and returned to their parent departments and organizations.

Yesterday this order I perceive came from PM side , because of non-implementation of the orders of Honorable Supreme Court of Pakistan Orders in the case in which judgment was pronounced, as it has always been practice and habit of the previous government to ignore and neglect all the orders and judgments of apex courts.

If this happens I do not believe precept that present govt will repeat avenging or retaliating attitude to suffer the rights of competent persons who are coming through FPS Commission and following its due process and on the basis of their capability they reach of such post which is even protected by the constitution of Pakistan.

And my version will also be cleared soon I believe.

Government can not pass any ordinance which is directly repugnant to the fundamental rights of the citizen of state.

And such rights are always even not violated or suppressed in the times of emergency how will the government will do such act?

Secondly it is also noticed by the nation of Pakistan when extra duty and gst was imposed and even same was also collected by the owners on petrol products etc were reversed ans the same was noticed by the independent judiciary.

So it will not go without asking indeed if government takes such step.

Because it is the prime and royal prerogative of superior judiciary of Pakistan that it has to supervise and keep checks and balances on the policies , acts and actions of the executives and legislators,

if any thing is done against the interest of the state and public at large the same will be curbed and curtailed through the legal instruments which is introduced and envisaged in the constitution of Pakistan.
