Usman Qayyum is from CE-2011. Why should he be adjusted with CE-2012?

my colleagus told me that which came to know from his brother. He will have seniority with ce-2011 but will grab seat from 12. But what benefit Waseem Riaz will get from Appeal ? punjab is going to get 18 seats this time if seats are 35 and will get 18 even if seats are 36 ? Please explain ?
