What happens is that sometimes the repeaters only write those groups that they want to get allocated in and nothing more. for example, a repeater might only want to go to PAS, otherwise he would prefer to stay in his own group. thus in the final preferences form he only writes PAS. when the allocations are made, if he qualifies for PAS he is allocated. otherwise his name does not make the list.
The person that you are talking about must have written OMG in his preferneces thats why he got it. whether he joins it or not is his choice.
if a repeater joins another group, he has a two year lien in which he can come back to his actual group.
