Thats right what you heard. Also they have a so called 'Academic Evaluation Formula'
http://www.hec.gov.pk/InsideHEC/Divi...hase%20II.aspxby which they severely limit the chances of sub 2.5 GPA getting a scholarship regardless of your score in GAT unless its 90+ (I guess).
You should check NUST for admission as they don't have a GPA cutoff for eligibility and admission is 50% GAT 25% interview and 25% GPA. I know only about engineering though.
